Abstract
This paper argues that network neutrality is essential for upholding intellectual freedom, as the repeal of network neutrality made it legal for ISPs to throttle, block, and prioritize content based on the source. This repeal jeopardizes the future of libraries, schools, and individuals having free access to scholarly and educational content. The current paper provides a literature review of the history, policy, and scholarly arguments surrounding network neutrality and its relation to the principle of intellectual freedom.
