As a way of life, urbanism promotes toleration of differences and delegitimizes efforts to root political power in revealed religion. These modern beliefs are essential in the struggle against terrorism. The main threat to cities comes not from terrorism but from the policy responses to terrorism that could undermine the freedom of thought and movement that are the lifeblood of cities.
